Yes, with Power-Ups switched on. Without them you can only publish now or schedule for a future date.
With Power-Ups active you can publish an episode with a past date, which is what you want when you are moving a back catalogue across or filling a gap in your archive.
Important: a past publication date changes where the episode sits in your feed, so apps that sort by date place it among your older episodes rather than at the top. See how episode sorting works.
